Major Roland Craig
Colonel Bartlett has managed the Administrative Services Division since 1985. Prior to employment with the Sheriff's Office, Bartlett was with the Marietta Police Department for 11 years. Colonel Bartlett holds a Bachelor of Arts from the University of Georgia and graduated from the Woodrow Wilson College of Law. Bartlett is an active member of the Georgia Bar and serves as in-house counsel for the Sheriff's Office.
Administrative Services has a staffing complement of 3 sworn officers and 16 civilian employees. The division is responsible for a broad number of support functions that are integral to every division within the agency. The Administrative Services Division is comprised of the following sections:

Accounting
The Accounting Section handles all primary financial services for the Agency. The section is staffed by two (2) civilians and operates under the direction of the office business manager. In addition to the routing, receipting, and disbursement of funds related to Sheriff's Office operations, the Accounting Section receipts and processes child support payments in all cases where the Courts have determined that the supporting parent is subject to immediate arrest if payment is not made. The Accounting Section also handles all procurement processes for the agency and is integrally involved in the bi-annual budgeting process.
AuditingThe Sheriff's Office employs an accountant whose primary responsibility is to conduct routine audits of all financial accounts and agency operations. This internal audit function helps to insure that all operations are conducted effectively and efficiently. These audits provide agency managers with the information needed to assess current operations and implement new programs.
Bonding Administration
Bond Administration is the section that approves and monitors bonding companies writing bonds at the Cobb County
Adult Detention Facilities. This section, which is staffed by one sworn officer and one civilian employee, also
process all bonding paperwork for everyone released from custody. There are currently eleven (11) professional bonding
companies authorized to conduct business with the County. A list of these bonding companies is provided on this web site.
In addition, this section is also responsible for the issuance of raffle permits. By Georgia law
(O.C.G.A. 16-12-22.1),
anyone conducting a raffle must first obtain a license issued by the sheriff of the county.
The Equipment Section is staffed by one (1) full-time and two (2) part-time civilians and operates under the direction of the office business manager. These individuals maintain and issue all clothing, equipment and supplies utilized by the agency. Two of the employees are certified armorers and provide maintenance for the various weapons used by the agency.

Human ResourcesThe Human Resources Section is staffed by two (2) civilian employees who process all paperwork involving Sheriffs Office employees. This unit deals with issues such as processing new-hire paperwork, leave, medical issues, disciplinary actions, workers compensation, benefits, reassignments and transfers, separation from service, etc. These individuals also act as liaison to the County Human Resources Department.
Legal ServicesThis section of the Sheriff's Office handles all requests for information under the Georgia Open Records Act and other legal statutes which provide for access to publicly maintained information. The section coordinates all legal action involving the agency and provides legal advice related to policy development, training and agency operations.
North Central Georgia Law Enforcement Academy
Cobb County sponsors a regional training academy which services the law enforcement training needs
for a number of surrounding counties. The Academy is governed by an Advisory Board made up
of officials from the agencies served and is organized under the Sheriff's Office for administrative
purposes. A significant portion of the academys operating expenses are funded through
an add-on fee assessed as part of court ordered fines in criminal cases.

The Planning Section is staffed by a full-time law enforcement planner who maintains all statistical data related to agency operations and uses that data to project future trends. The planner manages all agency contracts and develops specification documents for the acquisition of all new goods or services. The planner is also the point person for overseeing all new projects implemented within the Sheriff's Office.
Policy DevelopmentAdministrative Services is responsible for developing and updating Sheriff's Office policy and procedures. This section is currently working on a total re-write of agency policy to comply with state and national standards for accreditation. Policies and procedures are currently available to all employees in an electronic format on the Sheriff's Office intranet.
Technical Services
The Technical Services section is composed of four (4) civilian employees assigned to the Sheriff's Office from
the Information Services Department of Cobb County. These individuals perform all tasks related to the implementation,
maintenance, and support of technology within the agency. There are a variety of automated systems deployed throughout
the agency. The small group maintains the agency's computer systems, telephone systems, and security control systems.
There are over two hundred computers, approximately four hundred telephones, and a mixture of specialized systems in use
by the agency. The technical support staff assists the agency in operating the various systems in the demanding environment,
operating 7 days a week and 24 hours a day in addition to implementing new automated systems on an annual basis.
